Sacramento County has been given the go-ahead to move further into Stage 2 of
California's Resilience Roadmap. Businesses that are allowed to resume operations may do so upon the amendment of Sacramento County's Public Health Order, which will happen on or before May 22.
Sacramento County made the case, through a written attestation to the California Department of Public Health (CDPH), that the County could increase the pace at which it can advance through Stage 2 ahead of the State Public Health Order. Read

“The California Department of Public Health set out clear and specific criteria for this attestation, and Sacramento County has demonstrated that we have the ability to protect the public and essential workers and can move further into Stage 2," said Dr. Peter Beilenson, Director of Health Services. “It remains critical that people continue to stay home as much as possible, practice social distancing, follow good hygiene and cleaning practices and stay home when they are sick."
Businesses that are allowed to resume operations upon
implementing the state re-opening guidance will include dine-in restaurants. The CDPH has prepared
guidance and
checklist documents to create safer environments for workers and customers. Other re-open categories include: Small offices may reopen when telework is not possible; Child care, day care and family day care; Outdoor museums, art galleries and theaters; Resumption of full public transportation; Microenterprise retail and storefronts—which means 10 employees or less—may re-open.
“Inducing and supporting local economic activity and promoting public health are not mutually exclusive objectives," stated Board Chairman and District 1 Supervisor Phil Serna. “Sacramento County's attestation affirms the work we have done and will continue doing to protect residents' health, and at the same time it underscores our intent to proceed with caution as we carefully consider social and economic reactivation."
In the County's submission, the Public Health Officer attested to the following readiness criteria: Epidemiologic stability of COVID-19; Protection of Stage 1 essential workers; Testing capacity; Containment capacity; Hospital capacity; Protections for vulnerable populations.
Additionally, the variance submission included the following: Sectors and timelines for the County's plan to move through Stage 2; Triggers for adjusting modifications; Detailed plan for moving through Stage 2.
The following sectors, businesses, establishments, or activities are not permitted to operate in the State of California at this time:
- Personal services such as hair and nail salons, tattoo parlors and gyms
- Hospitality services, such as bars, wineries, tasting rooms and lounges that do not offer sit-down, dine-in meals
- Entertainment venues, such as movie theaters, gaming, gambling, and arcade venues, and pro sports, indoor museums and gallery spaces, zoos, and libraries
- Community centers, public pools, playgrounds, and picnic areas
- Religious services and cultural ceremonies except drive-through ceremonies
- Nightclubs
- Concert venues
- Live audience sports
- Festivals
- Theme parks
- Hotels/lodging for leisure and tourism
Key indicators will continue to be monitored, and trends will be evaluated to inform data-driven decisions to move from one Stage to the next.
