Sacramento County currently is in “early” Stage 2 of the
California Department of Public Health’s Pandemic Roadmap, which means the county is allowing retail to open for curbside delivery and pick-up only services. This is in accordance with the direction provided by the Governor on Thursday, May 7, that florists, toy shops, other small businesses and department stores can provide services, as long as those services are limited to curb-side delivery and pickup only.
Currently in Sacramento County:
- Restaurants may not open for dine-in services. Only meal takeout and delivery service are allowed for restaurants, dine-in breweries/distilleries/wineries and dine-in bars/pubs.
- Shopping retailers that are not essential businesses may not allow customers into locations to shop. Non-essential retailers may only provide curbside delivery and pick-up services.

Once Sacramento County meets the readiness criteria and is in “later” Stage 2 of California’s four-stage plan, some lower-risk workplaces will be allowed to relax restrictions. Businesses should pre-plan now by
reviewing the state’s industry-specific guidance/checklists and preparing the following:
- A risk assessment and site-specific protection plan
- Training for employees on how to limit the spread of COVID-19, including how to screen themselves for symptoms and stay home if they have them
