New Request-To-Speak System for Board Meetings

Now requesting to speak at Sacramento County Board of Supervisors meetings is easier than ever with the new “Request-to-Speak” system.  

Those attending a Board of Supervisors public meeting will now have some options to request to speak to the Board – use the kiosks in the Board Chambers; or, put pen to paper to fill out the form and hand it to the Clerk of the Board seated at the front of the Chambers to be entered into the electronic system. In the near future, a mobile device or laptop will be available to access the application.

This is another way Sacramento County is making it easier, more efficient, greener and more transparent for residents and businesses to speak at public meetings. Supervisor Phil Serna made the request of the Department of Technology in 2015 to work with the Clerk of the Board to develop this electronic solution.

Sign up to speak via the Kiosk stations that are located in the back of the Chambers. Through the system the requests are grouped and sent to the Clerk of the Board and the Chair of the Board electronically. When an agenda item is to be heard, the names of those requesting to speak for that item are shown on the large monitors in the Board Chambers, which enable people to see where they are on the list of speakers.

Request to Speak Benefits:   

  • Saves time by immediately notifying the Clerk of the Board and the Chair of the Board electronically when there are speakers
  • Allows speakers to know in advance when it is their turn to speak
  • Increased organization  
  • Saves paper 

David Villanueva, Chief Deputy County Executive, said, “With the Request-to-Speak system, or when implementing any new technology, our goal is to increase operational efficiency, decrease costs, reduce the impact on our environment and provide a high level of customer service.”
