The Board of Supervisors, at its Nov. 2 meeting, concurred with the County Executive’s appointment of Dr. Sylvester Fadal as Director of Personnel Services, effective Dec. 13.
“After an extensive stakeholder outreach and engagement, as well as a comprehensive interview process, we are pleased that Dr. Fadal was identified as the best and most qualified candidate,” said David Villanueva, Deputy County Executive for Administrative Services. “He has extensive experience leading and directing a wide variety of personnel and labor relations programs and services, as well as an impressive academic background, and we look forward to welcoming him to the County.”
Fadal has more than 23 years of public sector human resources management and executive experience. Since 2019, he has been the Chief Administrative Officer for the Santa Clara Valley Transportation Authority, where he has worked since 1998. Prior to that, he was the Director of HR/Deputy Director of Business Services, Human Resources Manager, and Manager of Organizational Development and Office of Civil Rights and Labor Relations.
Additionally, Fadal was a Lecturer/Area Chair for the MBA Business Program at the University of Phoenix from 1999-2017 and worked as an Assistant Professor for DeVry University’s Keller Graduate School of Business from 2010-13.
Fadal has a Bachelor of Science in Organizational Management from Patten College, a Master of Public Administration, Organization Change from California State University, East Bay, and a Doctor in Business Administration, Management from Argosy University. He also possesses a Certificate in Training and Human Resources Management from U.C. Santa Cruz and completed the Negotiation and Conflict Management Training for Senior Executives at Harvard Law School.
