The Sacramento County Board of Supervisors approved yesterday, in a unanimous vote, an agreement with CVR & Associates to provide an organizational assessment to evaluate SHRA’s (Sacramento Housing and Redevelopment Agency) public housing and voucher programs, housing finance processes and governance structure.
The Board also approved the appointment of Kris Warren of CVR & Associates as the Interim Executive Officer for SHRA. The agreement is a one-year term from Feb. 1, 2026, to Jan. 31, 2027.
“This item…could lead to the greatest changes in affordable housing policy at the County of Sacramento in 40 years,” said District 2 Supervisor Patrick Kennedy, who pulled the item for discussion. “It’s been a long time coming and there’s more hard work ahead of us.
“This will go further in housing people who are currently unhoused or are in critical need of housing than almost anything we have done in years.”
The outcomes of the organizational assessment will include actionable recommendations and implementation guidance to enhance efficiency, transparency, and alignment with County priorities and U.S. Department of Housing and Urban Development (HUD) requirements.
CVR & Associates was selected through a Request for Proposal process seeking qualified firms to provide consultant services and an experienced executive leader.
A four-member evaluation committee, comprised of two representatives from the County and two representatives from the City of Sacramento, selected CVR & Associates based on its demonstrated expertise in housing policy, organizational assessments and executive consulting.
The Sacramento City Council continued the agenda item to a later date at its meeting yesterday.
The organizational assessment will move forward. The Interim Executive Officer appointment is subject to concurrence by the Sacramento City Council at a future meeting, following the Board of Supervisors’ approval yesterday.
SHRA is a Joint Powers Authority between the County and City of Sacramento. It was created to ensure the ongoing development of affordable housing in the city and county of Sacramento.
