The Sacramento County Board of Supervisors, at its Nov. 4 meeting, unanimously concurred with the County Executive’s appointment of Todd Stermer as the County’s new Clerk of the Board, effective Dec. 1.
“Todd Stermer brings an outstanding blend of experience, innovation and public service to the Clerk of the Board’s Office,” said County Executive David Villanueva. “His commitment to accessibility, transparency and operational excellence will continue to enhance how we serve the Board, County departments and the public.”
Stermer currently serves as the City Clerk for the City of Fresno, a position he’s held since 2021. In that role, he oversees the administrative support and functions of the Clerk’s Office and service to the City Council and various legislative bodies.
While leading at the City Clerk’s Office, he led significant improvements to accessibility and efficiency. He introduced live AI-generated translation in 61 languages, incorporated American Sign Language interpretation into City Council meetings, and enhanced communication access for the deaf and hard-of-hearing community through new assistive technologies.
Stermer is an active leader in professional organizations in the industry. He served as a Past Chair of the Central California Clerks Association and past voting Board Member of the International Institute of Municipal Clerks (IIMC). He is a recent member of the California Municipal Clerks Association (CMCA) Board, a Master Municipal Clerk (MMC) and a Notary Public. He was also a previous member of the IIMC and CMCA Legislative Committees, which monitored, analyzed and lobbies for legislation impacting Municipal Clerks.
Prior to his current position, Stermer served in several roles for the City of Fresno from 2008-2021, including Senior Budget Analyst, Senior Management Analyst, Assistant City Clerk and Legal Assistant.
In addition to his professional experience, Stermer has a bachelor’s degree in Philosophy and a master’s degree in Public Administration from California State University, Fresno, and a Juris Doctor in Law from San Joaquin College of Law.
