James Shields Appointed as Acting Executive Director of SHRA

The Sacramento County Board of Supervisors and the Sacramento City Council have appointed James Shields as the Acting Executive Director of the Sacramento Housing and Redevelopment Agency (SHRA).

Shields will officially assume the role on October 4, 2025, overseeing SHRA’s 315 employees and an annual operating budget of more than $350 million, while carrying out the policy direction of the City Council and Board of Supervisors.

Shields has served SHRA with distinction for 23 years, bringing deep industry knowledge, operational expertise, and an unmatched understanding of the Agency’s programs, partnerships, and staff.

In addition to his long tenure with SHRA, Shields brings more than 20 years of executive leadership experience in the pharmaceutical and high-tech industries, demonstrating leadership, loyalty, and a commitment to public service.

The Board of Supervisors and City Council will launch a national search for an Executive Director in the coming months.

SHRA is a Joint Powers Authority between the County and City of Sacramento. It was created to ensure the ongoing development of affordable housing in the city and county of Sacramento.
