CRC Release Annual Report & Invites Public Comment

Sacramento County's Community Review Commission (CRC) has released its Annual Review Report, which outlines the Commission's activities from July 2022 - June 2023.

CRC Chair Khaim Morton and Vice Chair Paul Curtis will present the report to the Sacramento County Board of Supervisors at its meeting on Aug. 8, 2023.

The Commission's work for the 2022-2023 year focused on two areas related to the policies and procedures of the Sacramento County Sheriff's Office: jail releases and responses to calls for service involving a behavioral health component.

The CRC's analysis of these two topics resulted in 13 recommendations being submitted to the Office of Inspector General (OIG) for ongoing engagement with the Sheriff's Office.

 The recommendations include:

  • ​​Increasing the Sheriff's Office Mobile Crisis Support Teams coverage to 24/7;
  • Expanding mental health training to patrol deputies and dispatchers;
  • Improving public data-sharing efforts regarding behavioral health calls; and
  • Providing a clothing closet and transportation options for those being released from jail facilities.

Information on all 13 recommendations is included in the Annual Review Report.

“We've had a very busy first year and I am so proud of all the commission has accomplished," said CRC Vice Chair, Paul Curtis. “As we head into our second year, the CRC looks forward to working even more closely with residents to foster transparency, inclusivity, and positive change within the community."

The Commission will select its focus areas for analysis and evaluation for the current year at its next meeting on Tuesday, Aug. 15.

The Commission recognizes the importance of engaging with the public to create a comprehensive oversight agenda that accurately reflects the concerns and priorities of Sacramento County residents. All community members, activists, organizations, and stakeholders are invited to provide their input on potential topics that deserve analysis, evaluation, and review relating to the Sheriff's Office. Members of the public can submit their suggestions to CRC@SacCounty.gov. The deadline for submitting suggestions is Aug. 8, 2023. All contributions will be carefully reviewed and considered.

“We firmly believe that community participation is vital to providing analysis and oversight of the Sheriff's Office," said CRC Chair, Khaim Morton. “The CRC values diverse perspectives and encourages every member of our community to contribute their suggestions."

The Community Review Commission was established in 2021 to improve public transparency and accountability with the Sacramento County Sheriff's Office and provide greater community interaction with the OIG.

The CRC meets monthly and welcomes public participation at its meetings. Meetings are typically held on the third Tuesday of each month at 6 p.m. in person and in Board Chambers (700 H Street, First floor, Sacramento). All CRC meetings are live streamed..
