Board Appoints Director of Water Resources

The Board of Supervisors, at its Nov. 7 meeting, concurred with the County Executive’s appointment of Matt Satow as Director of Water Resources, effective Nov. 27, 2023.

“Mr. Satow has worked collaboratively with diverse groups of stakeholders, property owners, developers, public works staff, elected officials, and State and Federal agencies to find solutions for a variety of challenges that come with delivering public works projects,” said Dave Defanti, Deputy County Executive for Community Services. “His wide-ranging experience in both the public and private sectors provides Mr. Satow with a variety of perspectives that will allow him to successfully take on the roles and responsibilities of the Director of Water Resources.”

Satow has more than 29 years of experience serving public service agencies, both as a public sector employee and as a private sector consultant, with more than 12 of those years being employed by the County of Sacramento. 

He currently serves as Vice President for Dewberry Engineers and has held that position since 2019. In that role, he is responsible for overseeing the operations and growth across four offices and responsible for more than $20 million in annual revenue. 

Prior to his current role, Satow served as the Vice President/Chief Operating Officer for Drake Haglan & Associates. As the Chief Operating Officer, he was responsible for the operations and growth of a multi-disciplinary engineering company, covering Civil, Structures, Water/Wastewater, Construction Management, and Environmental. 

During his tenure with the County of Sacramento, Satow worked in the Department of Transportation, starting as an Assistant Civil Engineer and advancing to Senior Civil Engineer before transitioning to the private sector. While with the County, he served as the County’s lead and point of contact for the County’s efforts to revitalize the Fulton Avenue Corridor, which included serving as the County’s representative at the Fulton Avenue Association Board meetings and coordinating various County services for the Fulton Avenue Association, including the Planning Department, Code Enforcement, Economic Development, Neighborhood Services, the Office of the County Executive, and the Board of Supervisors. 

In addition to his professional experience, Satow possesses a Bachelor of Science Degree in Civil Engineering from California State University, Sacramento, and is a registered Professional Engineer (Civil) with the State of California.
